Are users uncertain about the consequence of clicking "Refuse" cookies?

That's for sure.

Cookie banners' forecast models do not forecast what will happen when users click "Refuse".

Hence, users are forced to reason with uncertainty and are not enabled to include forecaster confidence in their decisions to click "Refuse".
